General Description

The objective of this indefinite delivery/indefinite quantity (IDIQ) contract is:

  • A firm-fixed-price contract to provide technical and program support services for the Department of Defense Office of Small Business Programs in the functional areas of policy management; congressional liaison; integrated performance management; subcontracting policy and program; workforce development; studies and analysis; Small Business Innovation Research Program; Small Business Technology Transfer Program; Mentor Protégé Program; business and financial management; advocacy, outreach and strategic planning; and the Indian Incentive Program.

Scope of Work Performed:

Task Order 1: Subject Matter and Technical support to include:

Task Order 3: Rapid Innovation Fund (RIF) Program IT development and IT Project Management support:

  • Developed Information Technology system to support full life-cycle administrative and IT grants management functions for both the DoD and Army RIF programs
  • Atlas Group’s web-based grants management framework (GMF) supports the requirements of the Army’s RIF business process from web proposal requirements through contract award
  • Enables metrics collection regarding both the solicitation topics and the companies submitting proposals
  • System has a public-facing website to accept applications and a secure site behind a firewall to support application evaluation
  • The GMF employs a secure socket layer to restrict data access to authorized users
  • The GMF is built using a Microsoft asp.Net foundation, and employs cutting edge software tools and methodologies such as MVC 5.0 and Twitter Bootstrap
  • Microsoft SQL server provides the backend database support.

Task Order 4: Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs support services, including the following:

  • Atlas Group was successful in suggesting and working with the U.S. Small Business Administration (SBA) to establish a change control board (CCB) for all major changes to the data/IT support systems maintained by the SBA for SBIR/STTR Programs across the Federal Government. The DoD OSBP has had ongoing issues in this area for years, so it is noted that Atlas Group’s pro-active push to remedy the issue will help the program facilitate massive data exchange between DoD and SBA for SBIR award data. This is a very important breakthrough, and will save Federal Government Agencies (and their IT contractor staff) hundreds of hours each year (and hundreds of thousands of dollars) in terms of discovering and manually overriding errors created when Federal agencies and SBA have an exchange of information. 
  • Atlas Group successfully planned and executed the DoD OSBP Training Conference in June 2014 that was attended by more than 300 people in Alexandria, VA. In addition, Atlas Group successfully planned and executed the week long 2014 SBIR Beyond Phase II Conference and Technology Showcase held in San Antonio, TX in December 2014 that was held in conjunction with the Defense Manufacturing Conference and attended by hundreds of professionals.

Task Order 0005: Studies and Analysis – Produced three detailed studies with recommendations on acquisition policy topics requested by Congress, OMB, and DoD:

  • Quality and Reliability of Subcontracting Data in Defense Contracts
  • Evaluation of the DoD’s Implementation of the Temporary Policy to Accelerate Payments to Small Business Subcontractors
  • Analysis of Sources and Processes for a Market Research Center of Excellence for DoD

Task Order 0006: Studies and Analysis – Produced two detailed studies with recommendations on acquisition policy topics requested by Congress:

  • Effects of DoD Contract Bundling and Consolidation on Small Business Contracting Opportunities
  • Analysis of the Transition Challenges Faced By Graduates of the 8(a) Small Business Development Program
  • Also, managed a subcontract to the San Diego State University Research Foundation for studies on the Mentor Protégé Program (DoD) and the Small Business Technology Transfer (STTR) Program
